Preliminary results POR10: DOC applied tariff rate 0-2.39 Usd/kg for Frozen Pangasius Fish Fillets.

U.S. Department of Commerce (DOC) announced a preliminary decision to review the anti-dumping duty 10th (POR10), the period from August 1st, 2012 to July 31st, 2013 for products imported Frozen Pangasius Fish Fillets from Vietnam. Accordingly, the anti-dumping duty has been reduced but still detrimental to the export companies in Vietnam.

The tax rate applied to the product Frozen Pangasius Fish Fillets of Hung Vuong Corporation and other 23 voluntary respondent companies reduction from 1.2 USD/kg (final results POR9) to 0.58 USD/kg (preliminary results POR10).

However, the tax rate are lack of reasonable for Vietnam Pangasius Exporters in general while DOC still continues to use Indonesian as a alternative national in the process of calculating dumping margins. During this review period, the DOC decided to increase the national tax rate from 2.11 Usd/kg to 2.39 Usd/kg.

Preliminary decision on administrative review period 10th hasnot been effected until a final decision is issued. Thus, the parties will have 120 days to review the preliminary decision and this is an important time for Vietnam to concentrate their canvass, given the data and convincing arguments for their demanding to DOC in a fair tax rate and reasonable for the product of Frozen Pangasius Fish Fillets from Vietnam.

High demand from U.S. for shrimp makes prices increasing in India, Thailand, Indonesia and Vietnam. Raw shrimp price in India has increased in the past week 1USD/kg. Many processors said it was due to greater demand from the U.S. ordered.

Week from 7-14/6/2014, raw material shrimp from Thailand size 70 pcs/pound reached 180-183 baht/kg, shrimp 80pcs/pound reached 177-180 baht/kg. Last June, shrimp prices increased 186-190 baht/kg in size 70pcs/pound, and 182-187 baht/kg in size 80pcs/pound. The U.S. downgraded Thailand’s human trade status report on the possible impact on shrimp prices of other sources such as India, Indonesia, Vietnam and Ecuador. Some sources said the price of shrimp from Indonesia is increasing, partly due to reduced production of shrimp because of disease.

Farmers in Indonesia are faced with white spots on shrimp disease causing high mortality rate. Many shrimp farmers are forced to harvest shrimp early to avoid heavy losses. Therefore shrimp harvested mainly small shrimp. According to estimates, some shrimp production area decreased by about 20-30%.

Meanwhile, India lacks the small shrimp (30/40 pcs / lb). Last year, a lot of information that EMS (early mortality syndrome) have appeared in this country however, no evidence has been given. However, in a number of farms in Odisha and Andhra Pradesh, mortality rate of up to 60-70% due to the heat.

In Andhra Pradesh, a small shrimp supply scarce. Most of the processing plant difficulty in sourcing small shrimp.

Farmers now want to produce large shrimp to be more profitable. Odisha farmers feed more black tiger shrimp in big sizes as 16/20 and 21/25 but limited output while Andhra produced mainly white shrimp with large volume and variety of different sized shrimp.

A shrimp supplier in India, said India produced mostly small shrimp in last first months. Currently it is in service and will collect new farming in August and September. Thailand, Vietnam and China are buying shrimp from India.
